A significant debate is unfolding concerning how funds from the Premier League's wealthiest clubs, particularly their earnings from UEFA competitions, should contribute to a new financial settlement with the English Football League (EFL).
Mid-ranking Premier League teams are actively advocating for a percentage of the top clubs' UEFA revenue to be specifically allocated to support the proposed "New Deal for Football" for the lower divisions. This initiative aims to establish a more stable financial foundation across the English football pyramid.
Negotiations for this crucial financial agreement have been stalled since the middle of the 2023-24 season. The Premier League paused discussions after failing to secure sufficient support from its member clubs for a comprehensive funding package for the EFL, which had been estimated to be worth £880 million over a six-year period.
Concerns have been raised that without a fair resolution, smaller clubs face the risk of indirectly funding their direct competitors within the EFL structure. Proponents of introducing a levy on elite clubs' UEFA income often point to similar models in other European leagues, where a portion of continental earnings is used to support the broader football infrastructure.
The government has now intervened, tasking the newly established Independent Football Regulator (IFR) with reactivating these critical discussions. The IFR has been granted backstop powers, enabling it to impose a settlement if an agreement cannot be reached voluntarily by the involved parties, underscoring the urgency and depth of the financial divisions within the Premier League.
